The thirteen members of New Jersey’s State Board of Education (SBOE) are appointed by the governor and confirmed by the New Jersey Senate. No two members can reside in the same county, and once a member’s six-year term expires, they continue to serve until a replacement is appointed. SBOE members come from various fields, and no experience in education is required for SBOE membership.
The SBOE formally adopts regulatory code proposed by the New Jersey Department of Education (NJDOE). Regulatory code is, essentially, the
rulebook governing all aspects of school and district operations. Title 6A of the New Jersey Administrative Code sets forth rules on everything from teacher certification to student attendance to fiscal and financial procedures.
Each chapter of regulatory code, dedicated to a specific topic, sunsets after seven years and then must be readopted. Amendments are usually presented and discussed at two SBOE meetings before being formally published at proposal level.
Throughout the discussion and proposal period, members of the public can submit written testimony on the NJDOE’s suggested changes. This is where NJEA members have an important role to play, and we encourage you to join us!
